We are seeking a dynamic, experienced leader to serve as Director of Chesapeake Integrated Behavioral Healthcare (CIBH), the City’s Community Services Board (CSB). The department of CIBH provides mental health, intellectual disabilities, substance abuse, and prevention services, to meet the behavioral health needs of our community.
POSITION OVERVIEW
The CIBH Director has direct responsibility for providing leadership and oversight for the agency’s services and operations. This includes fiscal development, policy formulation, long-range and strategic planning, and ensuring compliance with federal, State and local regulations.
This position reports to the City Manager via a Deputy City Manager and receives advisory guidance from a Board of Directors. The Director is responsible for managing executive staff and coordinating with multiple organizations and groups on a variety of programs. The Director researches and formulates goals for the department, develops policy, and coordinates closely with City leadership to achieve desired outcomes.
PRIMARY DUTIES
Provide leadership, vision, and direction to staff. Strategize with CIBH senior management staff to enhance service delivery, improve efficiency, address and resolve issues, and effectively manage day-to-day operations. Constantly assess challenges, changes, and opportunities in the human services environment.
Direct and oversee development of proposals, concepts, plans, and reports for Board of Directors, City, State, or other groups. Stay abreast of legal, vocational, and organizational developments and make recommendations to the Board regarding potential responses or actions.
Represent CIBH/City at meetings that may include elected officials, the public, advocacy groups, and work groups at the local, regional and State level. Create partnerships with other organizations to include Chesapeake City departments, Community Services Boards (CSBs), VACSB, Department of Medical Assistance Services (DMAS), Department of Behavioral Healthcare and Developmental Services (DBHDS), advocacy groups, private providers, and/or clients or their guardians.
Ensure CIBH meets all regulatory requirements, timelines, and fiscal responsibilities. Respond to customer/regulator/funder concerns and reporting requirements appropriately and in a timely manner.

Required Qualifications:
EDUCATIONAL REQUIREMENT: Requires a master’s degree in social work, psychology, rehabilitation counseling, human services, business administration, public administration, or a closely related field.
EXPERIENCE REQUIREMENT: In addition to satisfying the education standards, this job classification requires a minimum of six years of related, full-time equivalent experience in leading public or private organizations with functions and responsibilities similar to a Community Service Board (CSB).
SPECIAL CERTIFICATIONS AND LICENSES: Requires a valid driver’s license and a driving record that is in compliance with City Driving Standards.
SPECIAL REQUIREMENTS: Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.
Preferred Qualifications:
Substantial experience in positions of progressively increasing operational, policy-making, and fiduciary responsibility at an executive level such as administrator, director, or executive director is strongly preferred.
Executive level experience at a Virginia Community Services Board (CSB) is highly desirable.
Virginia licensure as a Licensed Practical Counselor (LPC), Licensed Clinical Social Worker (LCSW), or Licensed Clinical Psychologist (LCP) is also preferred.
