MA Behavioral Health Supervising Clinicians Incentive Program (SCIP)
Strengthening and expanding the behavioral health workforce is a key area of focus for the Massachusetts Executive Office of Health and Human Services (EOHHS). To meet the growing demand for behavioral health services across the Commonwealth, it is key to support individuals pursuing professional licensure or certification in behavioral health roles, inclusive of mental health and substance use disorder treatment.
The Behavioral Health Supervising Clinicians Incentive Program (or “SCIP”) is a 2-year program offering both Individual (solo) Practitioners and Organizations $500 per supervisee slot per month for qualified behavioral health clinicians in community-based settings providing supervision to students and clinicians in-training who are working towards certification or licensure.

EOHHS anticipates that funding requests from providers will exceed the available funding for this program. To help ensure the greatest benefit to the Commonwealth, EOHHS will consider the following prioritization criteria when making funding decisions:
- Providers of diverse cultural and linguistic backgrounds
- Providers working in community-based settings in areas of the state facing the greatest health disparities, as defined by the work of AHEM (Advancing Health Equity in Massachusetts) and the state’s list of place-based investments and in geographically isolated areas
- Providers with MassHealth as a substantial percentage of their payor mix
